can’t you just have blogger store your photos for now but still link to the flickr profile pic. you’re not using their bandwidth at all but linking to them and giving the owner credit. just a thought… it’s probably already been thought of though.

I dunno how well this would work, but maybe you could try finding a script to embed your Feedburner RSS feed into your web page.
Or you could launch an HTML based newsletter.
I’m not sure how well these alternatives would work with the kinds of features you were planning to add, but I’m suure you can come up with something.

If you want to do something rather geeky, you could always do a media cast of a bittorrent containing a .7z weekly/daily digest of photos, containing the original source photo, and linking back to the original photo on flickr.
No need to suck up Flickr’s bandwidth or your own.
Plus more control over it.
If you wanted you could even Torrent a flash slideshow, but that’d be less fun for those of us who collect photos onto our HDDs for later perusal.

A farm of PHP proxy apps come to mind, caching the files on different servers.
Personally I think my earlier recommendation is less evil, though this one might be easier to implement.
